Separate the Systems
Residence, employment, refugee protection and complementary protection are examined separately.

MIGRATION / POLICY / SOCIETY
Separating the issues, examining official evidence and considering realistic responses beyond impressions alone.
PURPOSE
We distinguish between foreign residents, foreign workers, asylum applicants, recognized refugees, persons under complementary protection and overstayers. We check definitions, populations and time periods and do not infer benefits, burdens or public-safety effects from headcounts alone.
Residence, employment, refugee protection and complementary protection are examined separately.
We examine language education, schools, housing, healthcare, consultation, labor conditions and social integration.
We distinguish the roles of national and local government, employers and communities when examining responses, including public safety.
Research primarily uses official Japanese government, local-government and statistical sources. International organizations and foreign governments are used where international comparison is necessary.
